In Thalmor’s Embassy, while on (or after you've completed) the quest “Diplomatic Immunity” for Delphin in Riverwood, check in Elenwen’s Solar. You'll find the stone in a bedroom.

Just an FYI, this is no longer true with Patch 1.4 - It is now located in the cave that you escape through (can't remember the name), next to a dead mage. I haven't checked though whether or not you actually have to go through the Embassy to get the stone now or just find the cave and get it that way.

cool thanks gemini I will have to make a character that hasn't done the thalmor embassy line to see if its freely avaivable or just after.

I found most of the stones before i did the quest for the embassy and when i went to where the stone should be it wasnt there

Now i am running around with 22/24 with one of them stacked in my inventory

The stone in the embassy has been move as of patch 1.4. It is now in the cave that you escape through.

you technically don't even have to do the thalmor embassy quest to get the stone anymore either. although finding the cave entrance is sometimes tricky

Is there any other stones that have been moved in any of the patches? I cant seem to find where the other stone is that i am missing.

not that I know of...
the wiki mentions that the one in Fellglow and pinecrest(?) may not be visible or causing you to miss one. if you're on a pc you can get around it. that's the only other issue I know of

I believe the stones can get knocked around by spells or shouts, so could be on the ground.

Hi, I was thinking that maybe someone here could help me.
I got all the stones, and went to Tolvald's Cave to retrieve the crown.

Made my way through it normally, entered Tolvald's Crossing (is that right? the lower level..) but instead of a patch leading me to the crown there's a.. WALL
A rock solid wall, I can't get through it.. is there any way to pass that? I read a few posts (gamespot/yahoo) from people with the same problem as mine, but none of them got a solution.

Someone said to use the "tlc" command, i did that and went through the wall. Inside, there was a ghost whom I could not talk to and the crown. I retrieved it and returned to Vex, my quest was complete but the stones and the crown were still on my inventory, and I didn't earned the perk. Obviously I loaded the game, and now I don't know what to do :/
