Suddenly only 8% fortify alteration on armor?

I used to be able to enchant armor with 25% reduction in Alteration cost, using Grand Souls. But now for some reason, I can only get 8%. Any ideas how to get back my higher fortify alteration enchanting numbers? Thanks

I'm level 33 Nord
I have maxed Enchanting skill to 100.
Perks:

• 5/5 Enchanter
• Insightful Enchanter
• Soul Squeezer
• Corpus Enchanter
• Soul Siphon
• Extra Effect

Does it matter if I'm wearing matching armor (just for enchanting armor, I know it matters for combat)?
