So the vampires in Harkon's court "are" vampire lords

I always wondered if they were and when playing today Hestla told me that she is not half the vampire lord that Lord Harkon is. I wonder why none of them assume the vampire lord form when Dawnguard attacks?

Cause that would be total rapage in favor of harkon lol so bethesda excluded it to make it fair.

You should have put the difficulty at master or even legendary if the fight was too easy. I myself play at adept, always have, but when I am facing major foes, Harkon, Alduin, Miraak, etc, I bump up the difficulty level to make the fight appropriately harder.
