If you don't know who Sapphire is then you haven't been around much. So I won't go into that detail in this simple guide.
To marry Sapphire, you can inject commands into Skyrim with a batch file. A batch file is a simple DOS script file that is executed a by a command shell.
Each line command in a bat needs to one line per command.
First right click on the desktop and make a simple notepad document and copy+paste the following code:
setrelationshiprank player 4
addfac 19809 1
addfac 5c84d 1
With that added, save this notepad document as a ".bat" file. sapph.bat. Then save this file into Skyrim's installation directory.
Start Skyrim and load your game and hit the tilde key:
Click on Sapphire so shes targeted, then at the prompt type: bat sapph.bat
