Is that normal? I thought the enchanted variants of this item don't start appearing until level 41?
Well, it's never happened for me, so I guess that the Divines smiled on you, friend.
Im not sure but It may depend on skills you upgraded, if you upgraded heavy armour or smithing almost to the max may be the reason.

It's extremely unlikely to happen, but nevertheless possible. I remember finding a Dragonplate Helmet at level 27 about a year ago. Also I've found a Daedric Sword at 29. So, yeah, normal but very unlikely.
Similarly, Revered Dragons don't appear in leveled lists until level 59 (if my memory serves me) yet I've encountered one at level 38.
I've found a Daedric shield at level 28, in a freakin draugr tomb.
It could be the loot varies depending on skill? I had pretty high smithing and a decent block.
Yeah, that can happen with randomized loot in chests. Rare. I don't know the kind of algorhythm they use. Maybe it's about a 1 in 1000 or 1 in 10,000 chance. Lucky you! What were they enchanted with? I'm guessing either alchemy or smithing.
I found an Ebony bow at level 20. I almost pooped myself. I think at the time all I had was a poorly enchanted dwarven bow. It was Skyrim christmas.
Once remember setting up a heavy armour char. Found Daedric boots at LVL 26, so tried going a matching set. Finally tracked all the parts down by LVL 41 (golden years for my chars).
The last piece (helmet) I had [ironically] found in a forsworn camp during that temple quest was too heavy to carry or equip, so I gave it to my DBA follower. Then on the way back to Markarth we were fighting forsworn & I caught him in my Unrelenting Force shout...
Never found the body, & hours later my char suffered Lag-death.
