Okay, I need help here. I've saved up 12,000 to buy the house at Windhelm, the Hjerim. I went to talk to the steward and he said that it needs to be cleaned up and is "unavailable" right now. So I went to start that quest, Blood on Ice. The thing is I've been in and out of Windhelm millions of times now, and I've gone to the graveyard at night (2AM) just as many times. I can't find the guard and the people there whenever I go. It just never activates.

So that's my question. How do I activate this quest, and when will the house become "available"?

Dave, The Quiet One.
I started this particular quest yesterday but I had the same problem so I did other quests like bounty hunting for the Jarl of Windhelm and others. Then today I took up the quest again from where I left & everything fell into place. The house became available towards the end of the quest as it's part of the quest.

So I just do other things and then come back later to do the quest? Does the house become available over time?

I bought the house when it became available towards the end of the quest. But I couldn't furnish it until after the quest was finished.

It was for me, I forgot about it last night & did other quests. I went back to it today & everything fell into place.

Its an odd quest ill be honest, its like a progression. I think its the games way of simulating an actual murder with different stages occurring over time. I'm sorry but yeah, the quest was tiresome for me at least. Just grind on and soon Hjerim will be ready for purchase (once u finish the quest)

Yeah, it is very strange. Well, thanks to everyone who helped and I'll take your advice.

I can't remember honestly how I got it started but once It did I just followed it to the end.
I was under the impression that the house in Windhelm wasn't available unless you completed the civil war?
Mayhaps I am wrong and need to go visit the Jarl's steward again.

I just did the Stormcloak quest Battle of Fort Neugrad and the Jarl gave me permission to buy it, but you can do it with Imperials as well.

PS: Mayhaps? Never heard that before. A mix between maybe and perhaps? LOL.

LOL, yeah something like that. It's old school english :p

So you have to be in the civil war quests to get the house for yourself then. That sucks as I was going to wait on that for a while.
