Help please

So ive completed all the requirements in order to craft stalhrim, ive completed the missions, returned the black smith home safely, level 80 smithing with the ebony skill, all of that, but i do not have the stalhrim option in the forge. How do i fix this?

You indicate you've done everything, including getting the map from the Thalmor and giving it to Baldor, yes? You have all the materials you need and you have the ebony perk and are good to go.

The only thing I can think is that it may be a rare glitch that occurs where Baldor won't give you the training if you've done "The Gardener of Men" but not finished "At the Summit of Apocrypha". Could that be the case?
