Open up your Computer, and then open up OS (C:) drive. Next go to Program Files or Program Files x86. Next go to Steam folder, and go to SteamApps, then Common. Click Skyrim folder, then click the Skyrim folder (the one in the Skyrim Folder) click System SkyrimPrefs (or SkyrimPrefs.ini)

Your toolbard in your folder should look like this

Computer--->OS (C:)---->Steam---->SteamApps--->Common---->skyrim---->Skyrim

Next what you want to do is Scroll down til you see [Grass]. What's around it is this.

[Grass]


What you want to do is, above the the [Grass], type iPresentInterval=0

Next click CTRL+F then search bMouseAcceleration=1

Now Change the 1 to a 0, so that it looks like this. bMouseAcceleration=0

Next Scroll up to the top and search Enable until you find "bGamepadEnable=1"

Change that 1 to a 0, and your done!

Have fun with no lag all the time.
