First, I did search on 'favorite' - got a gajillion results. Probably not the smartest search I ever did. 
Here's the deal: with my current, latest character I cannot 'favorite' a weapon, spell or anything. And hitting the "F" key does nothing, which is logical since nothing has been favorited. Has anyone run across this before? It's very annoying to have to search through all my stuff to find the sword I Always use, or bow, or spells, or . . . you get it.
It's only with this character. And it's not the machine; I get the same result on my laptop and desktop. (PC) I tried changing the control, making the "B" key be the one for favoriting an item - no joy. It does nothing.
