Can't Finish Thieves Guild?

Hi, I'm doing the thieves guild quest line and it seems it decided to stop working. What I mean by that is I can't get any special requests or finish the quest line.

I've done 3 special requests so far and I've been doing side quests with Vex and Delvin for 3 hours now (more than 5 each!) since my third request. I was told there was 4 special requests and after the 4th you become guild master. But, no matter how many I'm doing I just keep getting side quests.

Also, if it's related, in my start menu under Quests - the thieves guild quest number goes down sometimes after finishing a side quest. It's at 12 right now but in my completed quest section there are 64 completed side quests (32 with Vex, 32 with Delvin).

I've also done the Tanilla special request with the moon sugar and Kajiit.

What am I missing?

Not completely sure, but the quests for Vex and Delvin (to improve the guilds name or something), as I understand it, you have to do 5 quests in a particular city for that to complete. Is that what you mean by "more than 5 each"? If that's what you mean then I'm not sure. sorry.

As for the other part, not sure either. I've never noticed the stats before.

5 each meaning I've done 5 side-quests for both of them, 10 total. I've just done 3 more, each. I don't keep track of the cities but I'm sure I've done 5 in every one by now .

My understanding is that there are 4 holds, and that you must complete a number of jobs within each hold before you are assigned a special job for that hold. Though if you've done 60+, hard to believe that you'd be short for a particular hold.

Yup, that's what I was told. I can't get to do the 4th hold, for some reason or another. It just won't let me .

Also, I talked to Brynjolf (the man who took me in the guild) and he tells me how proud he is and everything but no finishing ceremony

Have you finished the main thieves guild/Nightingales quest line where you kill mercer frey, return the skeleton key, and choose your "special power"?

Did you do any of these side quests prior to completing TG/Nightingale quest line?

No. I did those quests before starting the fetch quests.

Thanks for the links. Unfortunately, they didn't describe my bug. I just realized that I got a mission from Tonalia that I have not done. It is something about selling moonsalts. I wonder if this is causing me issues?
