One of the reasons Skyrim's landscape wasn't dull to journey through was that things were always in motion. There were butterlies, torchbugs, deer, NPC hunters, NPC mead-drinkers, Mique the Liar, wind, an occasional rainstorm, and so on. Those things definitely added spice to the game. Does ESO have these, or will have them?

There is wildlife in TESO. And there are plenty of NPCs; don't know though if they too wander around. It doesn't really matter in my opinion, there will be so many other players, I think you'd have to get lost to be completely alone.
Don't know about the weather either, just that you should expect that certain areas like the places near Red Mountain can't offer a great variety of it.
