    Imperial ships are allowed free naval passage as part of the white-gold concordant. Remember they are actually at peace, not just a cease fire. However it is rather uneasy, but you could say the same about the peace between the USA and Russia.

    I'm not quite sure that Nanalata's posts are headcanon, rather role-playing as a Thalmor and just trying to spread propaganda. I can imagine the Thalmor saying things like that in order to justify their cause, but in reality just want power.

    Not a weapon, but Spellbreaker is an over-powered shield. It's both a shield and a ward in one, and as strong as an Ebony shield. And the quest trigger happens early on in the game, right around the time you can only find Iron and Steel shields.
