Does anyone else find it silly that they're based in Windhelm?
I know they have a Warehouse in Solitude too but it doesn't make sense for them to be in Windhelm during the civil war. Probably nitpicking but just a thought.

It is underneath Dragonsreach, go up the hill to dragonsreach but when you get to the top, don't use the main entrance, turn right a then follow the path round to a door which will be the Whiterun Jail.
