Imperials or Stormcloaks, what one?

The relationship between the Empire and Hammerfell is fragile at best in my opinion. Whilst you'd think commerce would be allowed, as a merchant, you may be successful in some areas and totally shunned in others due to what happened in the final stages of the Great War. I'd imagine it would vary from shopkeeper to shopkeeper. Two decades wouldn't wash away the memories and ill will some citizens of Hammerfell may harbour for the Empire. You'd expect Hammerfell to at least jack up prices, as it's no secret certain areas would need the money just as much as the Empire needed the trade.
He wasn't talking about trading with Hammerfell. He was talking about being able to travel safely through Hammerfell. The commerce is between High Rock and Cyrodiil.
Oh, brain fart on my behalf. What I said would probably still apply in that situation though. Some citizens would be welcoming and others not so, you'd think. You'd be taking your chances I'd wager.

Cause with the East Empire Company being allowed to have mercenaries within the capital of Stormcloak rebellion... You could totally just smuggle a Legion into Skyrim.

Imperial Legate: "We're with the East Empire Company..."
Stormcloak: "Oh I hope you brought my Breton chesse, very well come on inside."

Would you be able to safely take a ship from Anvil to a port in High Rock, or is it too close to the Aldmeri Domion?

For me it seemed kind of strange of the Stormcloaks having East Empire Company mercenaries within their Hold, during Rise in the East. Since it is an Imperial influence but also backed by the Emperor himself. With one of their officials being the Emperor's cousin, it just looked odd seeing Imperial/Nord mercenaries wearing Imperial armor waiting on Windhelm's dock for me to take a boat ride.
The East Empire Trading Company is a private merchant guild. I'm not aware of any official backing by the Emperor. Vittoria Vicci works for the guild as a private citizen, not as a representative of the Emperor. Notwithstanding that they wear Imperial Armor, the East Empire Company mercenaries and Adelaisa Vendicci have no affiliation with the Empire (they have no Imperial Legion faction). In Morrowind they wore heavy steel armor.

Imperial ships are allowed free naval passage as part of the white-gold concordant. Remember they are actually at peace, not just a cease fire. However it is rather uneasy, but you could say the same about the peace between the USA and Russia.

It doesn't matter if citizens are welcoming or not. Hammerfell has historically lacked central authority without the Empire, consisting of two and then three factions but presumably each area has its authorities to maintain law and order so a merchant caravan wouldn't be taking any greater risk traveling through Hammerfell than it would traveling through High Rock. The other thing is that unless private commerce is completely self-sufficient on domestic trade, any attempts to treat private merchants from the Empire differently or to look the other way in terms of maintaining law and order would be like cutting of one's nose to spite one's face as there would be comparable or greater repercussions to Hammerfell's private commerce in High Rock, Cyrodiil and Skyrim.

Brynjolf: A mercantile group that has established ports all over Tamriel. They pretty much dominate the whole shipping industry. The Emperor himself supposedly backs them, which means they have fairly unlimited resources... so don't get their feathers in a ruffle.
It's still an independent guild/faction though. Interestingly enough if you look at the shipping map which is found in the game as well, there are shipping routes to Summerset Isle, Valenwood and Elsweyr as well which seems to confirm that when Brynjolf says they have established ports all over Tamriel, he wasn't exaggerating.

If it is something like a Merchant Guild would it not come under the Guilds Act of the Empire?

Also what might or might not confirm Emperor backing depending how you would look at it, is Vittoria Vici's defensive stance when going on about her position saying she didn't get it because she is the Emperor's Cousin.

Though back to what I was saying, in the Fourth Era they're wearing Imperial Armor. But being supposedly backed by the Emperor, given their history and the past officials have been Imperial. While I don't mean to say that races makes them Empire sided. They would be considered an Imperial influence by culture. Also in game there is a mention calling it 'Imperial-financed'

Most of the shipping in Solitude is run by the Imperial-financed East Empire Company. - Loading Screen.

Which Ulfric is opposed to Imperial influence?

Ulfric: "The Empire is weak, obsolete. Look at how far we've come and with so little. When we're done rooting out Imperial influence here at home, then we will take our war to the Aldmeri Dominion."

Though I may simply be misunderstanding the meaning of what he considers an Imperial influence.

He never mentioned it like that but I got his weapon as reward anyway), Champion of Meridia, Champion of Mephala, Champion of Nocturnal, Champion of Peryite, Champion of Namira, Champion of Vaermina, Champion of Sanguine, Champion of Sheogorath, a Master of the Thu'um, friend of the Skaal, friend of the Dunmer of Raven Rock/Solstheim, Member of the Dawnguard and killer of Harkon, I'm one of the few that actually managed to get out of Cidhna Mine, announced blood-kin friend among the Orc tribes of Skyrim and until the quest "Diplomatic Immunity" I was even buddies with that Ondolemar Thalmor guy.

That's the new guards saying that. Well, what am I supposed to do? Sweetroll theft is probably among the worst crimes a normal guard deals with and yet the common folk takes it as serious as murder.
They didn't have graffiti back then, you know.
