It's inherit enchantment says "especially effective against elves" my question is: does this include Orcs and Falmer?

I had to look this up... It does 1.2x damage to Altmer, Dumer, Bosmer and Falmer. Probably because he and the 500 companions fought these and had no beef with Orcs.

Although orcs are technically elves, theyre nothing like the others. Kinda like ugly green nords. If it wasn't put in on purpose, there's a good chance bethesda missed them out by accident. The fact that it does not affect Orcs is labelled as a bug on the UESP page.

or mabye their not too related to elves

Yeah, this is a bug of sorts, but mainly just because they forgot to classify Orcs as the same as other elves. They're also known as Orsimer, which means "pariah elves". Apparently they were once Altmer but were turned into Orcs by Beothiah, with their leader being eaten by Boethiah and as such turned into Malacath.

So yeah, Wuuthrad should technically hurt Orcs because they're elves, but it doesn't. A possible rationalisation for this may be because Ysgramor never fought Orcish forces when he led the 500 companions to take Skyrim.
