Are you sure you haven't been smokin' my pipe? If I'm a Khajit then pet my tail... oh wait... apparently my tail is on the wrong side of my body... Besides, can you imagine how much shaving I would have to do to be this hairless if I was a Khajit?

It's okay. She's my wife. I can always get more from her. (Confidentially - I'm her supplier!). What say we sneak the Stormies in to the city now since the guards are all unconcious. I stashed our armour over there in the barrel by the smith... I hear there's some Thalmors up at the Inn...

I've got some itching poison and I know where the basement entrance is. There's an elf I sell to up in the bar that I can get to lure them down there if you want to kill 'em, but I can sneak up and put some of the powder in their breeches if ya want and we can watch 'em scratch themselves to death from the secret room too.

BTW there's an imperial camp outside town and I've got an extra soul trap sword if ya wanna go have some fun. Just remember, we can't kill the Legate - gotta leave a witness... I understand they've got about 10K gold in the chest they're guarding for shipment. Could be profitable.

The Empire has martial law in the Empire, The Thalmor only have the ability of stamping out Talos worship which they could barely do because the Empire doesn't allow them to go around kicking down doors and dragging people off in the night, the Thalmor can only enforce their terms to a very limited point while the Empire is watching them. Twenty six years in Skyrim there was barely any incident with the Thalmor, they need evidence before being allowed to touch a citizen of the Empire, like the quest in Markarth you need to find evidence of talos worship because the Empire supporting Jarl won't let the Thalmor arrest or detain him.

The Thalmor don't have supreme powers, they only gained the ability to do what they wanted during the Civil War since there isn't a large number of Empire soldiers keeping their eyes on them, gives the Thalmor free access to go around unchecked and unchallenged.

Ulfric allowed the Thalmor to put pressure on the Empire on treaty enforcement. Before Ulfric the treaty was poorly enforced.

We didn't pay much attention to it when I was a boy - everyone still had their little shrine to Talos. But then Ulfric and his "Sons of Skyrim" started agitating about it, and sure enough the Emperor had to crack down.

So the Thalmor do not have this unlimited power many Stormcloak supporters try to make out. Markarth is quite evident as to what the Thalmor can do under the watchful eye of the Empire. They need proof to make an arrest, not hearsay.

This is very debatable. The prisoner you encounter in the embassy wasn't formerly charged with any crime and yet is tortured in their dungeons. Also what about Thorald Grey-Mane? The Thalmor abducted him merely on suspicion of being a stormcloak. He actually joins them after you rescue him in order to avade the Thalmor. No, it seems to me that the Thalmor are seen publicly to be lawfully operating, in fact though, they basically do as they please and the Empire allows these indiscretions to avoid souring relations. It's either that, or they're incompetent and cannot see that the Empire is being played for a fool. Either way, it's a failure to the people of Skyrim and quite a costly failure at that as the flow on effect causes Nords to rally for Ulfric's cause and thus bolsters their enemies ranks. I often here that the Thalmor aid the Stormcloaks in this thread and that may even be true. However considering this one could also draw the conclusion that the Empire's failure on this front is aiding both their enemies, the foreign and domestic ones.

The prisoner was taken without Imperial knowledge, he was being used to find the blades. He's a thief of the Thieves Guild and the Thalmor took him without Imperial knowledge, hence why they had an undercover Nord Agent deliver him. Easily done while a Civil War rages.

Thorald was a strong Stormcloak supporter, he was arrested and then taken into possession by the Thalmor Agents. In fact the Legion can order his release. But due to an error, like many quests have, that is fixed in an unofficial patch, so you can't do that on vanilla Skyrim. So that would mean the Empire can order the release of Thalmor prisoners, which shows they do not have supreme authority over Imperial Citizens.

"Are you joking? Even if we had a prisoner by that name, the only way he'd be released is by order of the Imperial Legion."


The Thalmor do aid the Stormcloaks, and they were in Helgan trying to find a way to save Ulfric Stormcloak. They admit that themselves.

let me see that! i do not believe that. that Thalmor Wife and general Tullius
they enjoy there talking and she was alone! she never could tho that with al the imperials there.

She wouldn't of done it by herself. The dragon appeared before the Thalmor could try anything.

Operational Notes: Direct contact remains a possibility (under extreme circumstances), but in general the asset should be considered dormant. As long as the civil war proceeds in its current indecisive fashion, we should remain hands-off. The incident at Helgen is an example where an exception had to be made - obviously Ulfric's death would have dramatically increased the chance of an Imperial victory and thus harmed our overall position in Skyrim. (NOTE: The coincidental intervention of the dragon at Helgen is still under scrutiny. The obvious conclusion is that whoever is behind the dragons also has an interest in the continuation of the war, but we should not assume therefore that their goals align with our own.)

Before you go on about General Tullius enjoying a chat with the Thalmor, look to your own Stormcloak ranks.
