The island isn't a living type of island, it's like the industrial area in modern times. There is one child at the Skaal village though and that's because the Skaal live there in the excluded snowy harsh lands with only a FEW amount of people.
As for why there's no horse is because the island doesn't really need one. It's small enough to want players spend more time exploring on foot, but big enough to satisfy.
That being said, if anyone reading is a PC player, there are a few mods that can be used to get Khajiit and Argonian kids.
