Problems with finding certain enchantments

So I've been trying to get fortify alechmy and fortify smithing items to disenchant and learn to make a crafting set, but for the life of me I cannot find one that i can actually disenchant, I have searched all the shops in the world, I searched some youtube videos and found one where you quick save and kill the merchant to reset their items, I did that about 30 times and no luck... also found gloves in a quest that gives you fortify smithing but you cannot disenchant it since it is a quest item... did they remove those enchantments from the game?

from what has been said here before certain enchanted items become rarer as you level.

for alchemy you could try visiting Frida in Dawnstar, she may give a radiant quest to fetch the Ring of Pure Mixtures, you can complete the quest and pickpocket it back.

for smithing the No One Escapes Cidhna Mine quest has an item as a possible reward, as does Forgemasters Fingers (approach an ord srronghold) but i cant recall if they can be disenchanted

All I can tell you is keep checking merchants, I know you have killed and reloaded about 30 times, but do it 30 more times then

You can find them in various chests, but no they did not remove those enchantments from the game

the best merchants for enchanted items is Radiant Raiment in Solitude, they will prob have both within 48 hours, probably either ring, circlet or necklace.

Already been mentioned, but just keep checking merchants. As Twiffle pointed out, Radiant Raiments will likely be your best shot. I rarely have a problem getting ahold of either alchemy or smithing enchantments, even at higher levels. They just tend to cost more since the enchantments are usually more powerful.

Which effects are you looking for specifically. Oh, and what level are you, certain ones are level dependent.

That's because you WANT them! The game knows when you specifically want an item, and it plays with your head. Like, I need 20 Jazbay grapes, which I used to come across all the time, but now I can't find one to save my life. I know as soon as I don't want them anymore, they will be IN MY FACE ALL THE TIME.
