Xbox 360 Why is this happening?

Okay, so I finally got a new xbox after my old one has been broken for over a month now. I bought and downloaded Dragonborn with my Xbox Live account. My Live account is not the one I use to play games with. I play everything on a differnt account. So, after updating Skyrim, I go to play on my main account. However, Dawnguard and Hearthfire are not showing up on it. But, they do show up on my Live account. How can I get Dawnguard and Hearthfire back on my main account? I have redownloaded them multiple times and nothing changes. I don't want to lose what I had from them. Please help

You do know purchases you make on one account don't transfer to a new account right?

That enables the content downloaded on prior consoles to be consolidated. So if you had like an old white xbox 360 for instance and downloaded arcade games, expansions and other media content those files are saved to your xbox locally as well as to the account used to purchase those items. So if you use recover gamer tag to add your old xbox account to your new system you will then be able to transfer the licenses from your old machine to the other. The licenses refer to the ownership (by you) of the content, so once you confirm you are the owner of the account your DLC and licenses become available on your new system.

Okay I see. But the gamertag was on my hard drive, which is on my new system now. So I don't understand why that content is now unavailable

Ok,
1) the account you use to purchase items is different then the one you want to sign in as, correct?
2) The downloaded content is only licensed to the original owner, and the original console it was installed to.
3) Since you probably have your xbox connected to the internet, you are able to play your DLC on your Live account because microsoft knows you are the owner.
4) Your new console and profiles currently do not have permission or the licenses to run these programs. Just because your Live account has been added to the machine doesn't mean all the things you own automatically come along with it. Otherwise you could recover your gamer tag on 100's of xboxes and let people play all your DLC for free.
5) Sign into the account you bought those things with, then in the menus somewhere it will say "transfer licenses" select that, and viola you are presented with a list of everything you dl on your previous system (minus videos). Now your new machine has permission to run all of those things once they are downloaded.
