The difference is the power of the spell. All of the Necromancy spells in Conjuration are tiered, and stronger versions of the spells will cost more magicka and will be able to affect creatures of a greater level.

There's one for each level tier. 1-10, 10-20, 20-30, 30-40 and finally Dead Thrall which reanimates *People* permanently who are level 40 or lower. Anything lower than Dead Thrall (Raise Zombie, Reanimate Corpse, Revenant, and Dread Zombie in order from weakest to strongest) will reanimate both humanoids and most animals for 60 seconds, at the end of which time they turn to ash.

Just like the above poster said , the Necromantic spells vary with level. Raise Zombie will cost the least but reanimates low levels , Reanimate Corpse costs more but reanimates 10-20 levels and so it goes. But then you can reanimate hordes of creatures and people together with the Ritual Stone power but that ain't for permanent. Only Dead Thrall is for permanent and with the Conjuration perk Twin Souls , you could raise two at the same time.

In terms of draugr: raise zombie will raise up to restless draugr, reanimate corpse will get you up to draugr wights, revenant adds scourges, dread zombie will get some (but not the strongest) Deathlords.

Is it possible for a Dragon Priest to be resurrected through Dead Thrall.
