I can't find good weapons

Right now I use a war hammer that is does 24 damage, and while its good against draugr, its not when the bandit you are fighting has the same exact weapon - and with an enchantment! I really want to get one handed weapons cuz I have a dope shield, any tips on where to find any? Plus, armour, I only have the steel ones, and sometimes I use those from the dark brotherhood, and they are both only ok. Any tips where I can get both good weapons and armour, early in the game? I am only level 15
Or am I just choosing hard quests? Cuz I can barely kill anyone
 
this is going to be a long post

What i always do is i max out my alchemy, blacksmithing, and enchanting skills and create and enchant my own badass gear. Max out alchemy first, because when your alchemy skill gets high enough and you concentrate all your perk points on alchemy, you can sell created potions for more than what you paid for most required ingredients. (Notice i said, "most"; daedra hearts and void salts are pricey before your speech skill gets high up, so stick with the cheaper ingredients starting to max out alchemy). After your alchemy skill is maxed out, which you will have a very big profit from the created potions you sold, max out enchanting next, and make sure you have the merchant perk so you can sell the potions to any merchant, because as you are doing the buying and selling to max out the alchemy skill, respectively, the speech skill will also increase. After enchanting is maxed out, you can enchant gear with the fortify smithing and fortify alchemy enchantments, which you learn at an arcane enchanter, as well as the other enchantments you want your gear to have. After creating fortify enchanting and fortify smithing potions to further Jack up the quality of your gear, you max out the smithing skill, and then use the potions accordingly to finish creating your own kickass quality gear. My character has a glass greatsword with cold and shock damage, and a matching set of glass armor with very cool enchantments as well. I always have to set the difficulty level to legendary after doing all this, because after you do all this, your character level will be at 50 or higher, and the game is just too easy with the difficulty level set any lower. Also, make sure to buy Breezehome in whiterun with all its upgrades, which is only a total of 6800 septims, and you can easily afford this when maxing out your alchemy skill, so that you will have a safe place to store your crafting materials when you get encumbered with weight.
