When enchanting what is the difference between general magic resistance vs fire/ice/shock resistance, i notice there is also no perk for magic resistance?

General Magic Resistance is best because it blocks all 3 elements.
But the total % you get when enchanting will be lower than with individual resistance.
The best in- game Magic Resist is ussally 22%(Nullification) except the Shield of Solitude has 25%.
Peerless level Fire , Frost , or Shock Resist is 70%

There`s a total cap of 85% effectiveness for either kind , i think.

Resist Magic is applied first , so if you had 50% Resist Magic and 50% Resist Frost , you would resist Fire and Shock by 50% and would Resist Frost by 75%

Magic Resist perks are in Alteration and there`s an Elemental Protection perk in Block

Thanks i figured it would be all 3 but with less effectiveness but wasn't sure. Answered exactly what i wanted to know tho :D

Oh and about the perk, i ment there is no enchanting perk for it, so im guessing there is no way to increase the effectiveness of the enchant

for best results , get all 5 of the Enchanter perks and drink an Enchanter`s Elixir or your best Fortify Enchanting potion.
The Shield of Solitude Magic Resist is seperate and distinct from the common variety and with Extra Effect perk you can add 2 Magic Resists to a shield or jewelry. With high enchanting skill , you can get up to @50% total Magic Resist on a single item and between 75-80% using 3 enchantment slots

I agree with everything Adam said. You can also get a free 15% of magic resistance by completing the "Agent of Mara" quest. You can also cap your magic resistance without any enchantment slots used by being Breton (25%), taking the Lord stone (25%), completing Agent of Mara (15%), and taking 2/3 Magic Resist perks in Alteration (10% each).

Usually, I find out that 85% resist magic is all you need.

The resist Cold/Fire/Shock is a little too situational (even if fire is the one you will encounter the most) for a gain that is marginal, because it is applied on the 15% bypassed by the resist magic...

Not really worth it if you want my opinion. Now, if you have free enchanting slots in your items, always good to have

I was planning on taking all the needed perks in alchemy/smithing/enchanting to get the best out of my gear, (im aware of the exploits but dont want to use it) and went with argonian so i wont be getting the 25% as a breton. Playing on master difficulty atm and finding the spell casters quite hard to deal with(mostly shock because its hard to dodge) Thanks for the help tho, wasn't sure if the magic resist enchant is affected only by Enchanter of if the fire/shock/ice stacked more on it, i wasn't planning on taking those 3 and seems i wont have to. Will just do my quest and enchant the rest as i feel its needed :D

Altered my build slightly based on the above info, so im thinking something in these lines Skyrim Perk Calculator - Plan the perks for your Skyrim character before spending them! Then the remaining points can go into block or dual swords depending on how hard i find it at lvl 74.

Agreed ! Those lightning casters are total bitches to a high level Dragonborn especially if you`ve got Dawnguard DLC.
The boss vampires use shock/frost attacks at range to weaken you before closing in with Life Drain and a weapon. Very difficult to deal with this since their Health is heavily buffed and if you`re playing Master setting it takes a long time to kill them with your damage output halved.
Nowadays when I think I might meet up with a Volkihar (or Talos Forbid a Nightmaster or Nightlord!) , I go to the shield rack and dust off Spellbreaker although I would normally use left hand for spells.
Getting that 50 point reduction in magic damage off the top is very handy when the incoming attack has been doubled in strength.
Added benefit is that it is an excellent item for Deadly Bash because of it`s extremely high base armor rating

If you`re good at Block , Spellbreaker and Elemental Protection perk can do much the same as the other methods listed (-50 pts and 50% resist to the remainder). Combine with Agent of Mara and/or Lord Stone if you want some passive protection and you could use remaining enchantment slots/perks to boost something else or gain a unique ability.

example- approaching master setting foe with shield raised , you are struck with unperked Chain Lightning (40 x 2 = 80 total dmg to health , 40 to Magicka).
Spellbreaker reduces this to 30/15 , then Elemental Protection cuts dmg to 15/7.5.
that translates to @80% Magic Resist if you are blocking when attacked and only costs one perk

If you`re going to be skilled in Alchemy , try making a potion with Fly Amanita , Hawk Beak , and Snowberries for a great brew that will help you resist all elemental magic attacks for a short time

Alchemy is always my first skill, can make enough gold for everything else by selling a few potions and there is no replacement for a good resistance potion or strong poison :D
