Mage, hands down. Imperial soldiers are not fire resistant. The dark elf would be burning them to a crisp, and the flame cloak would prevent them from doing much about it.

what level is the mage and soldier? They scale differently. So late game Mage will almost always win, but early and depending on build the warrior can press the advantage. I am assuming that their gear is about the same as well, cause let's face it. And this is just a detail, but Voice of the Emperor to calm until the mage is within cutting range, shield bashes so the damage is only from the flame cloak... Well as someone who plays assassins. "Give me money, and I will give you bodies."

EDIT: As in if there is a will there is a way.

I tend to agree with Skies. What level are they?
Assuming the Dunmer is of a fairly high level with some powerful spells, then definitely Dunmer mage.
