Items not respawning in skyrim

This could be gamebreaking for my current playthrough. NOTHING respawns. EVER. I even unticked basic needs and diseases just to see if things still respawned so I could wait out multiple days. Halted Stream Camp, I haven't visited in well over a month, remains cleared.

I tried waiting 24 hours several days in a row, I'm pretty nothing respawns, items that is, like ore and gems in the rowboat, and mines, the only thing that ever respawns seems to be enemies.

I tried waiting a full 30 days, but on the 7th day I got a dragon attack.

So what do I do to fix this? New Playthrough? Or has my mods actually made it impossible for things to respawn, important things like the ore in gloombound mine and such?

Some areas are designated as "never respawn" areas, meaning that the items will never respawn.

Most dungeons in Skyrim are set to respawn every 10 days in game. According to Skyrim Wiki, if you completely clear a dungeon it takes 30 full days in-game to respawn.

Also, the items themselves might be different from the original items that were there, especially if your level has changed significantly.

Ok well I gave it a test, no idea on Halted Stream Camp, I believe it still said "Clear", but I waited about 35 in game days, which was rather boring, and found that the silver ingots in the Treasury House as well as the Gold Ore Veins in Kolskeggr DID respawn.

The "Cleared" note below dungeons' names on the map never goes away once it's appeared, even though most dungeons respawn.

When "resetting" the world, I sleep for 31 (instead of 30; just to be safe) days, and it has never failed to work. Also, it's a good idea to do the sleeping/waiting in a small interior such as a player home, because the cell you wait in will not respawn. That way you won't get interrupted by a dragon, either.
