Kinda like Megachurches.The Thalmor aren't evil. The thing is, a lot of them either don't know what's really going on, or have been "Re-educated" so that they'll follow orders no matter what. They're fed lies that they're the superior race and all the others are savages, I'm not saying they're free of blame, but mainly the blame goes to the higher ups aware of the ultimate goal and pretty much brainwashing going on.

Wouldn't it just be easier to kill the racist 1/2 of the population in Windhelm? Thalmor are way to much trouble to be tracking down... although... all that pretty armor does bring in some good coin and we can always depend on glass weapons to be valuable.I personally just kill ever High elf I can find, but that is because the game gives me an opportunity to engage in some good old cathartic irrational and absolutely misdirected hatred - because for all the " social progress" I want to come about, I still love to vent by being racist. I Do really! Not because it's fun to be racist it is because it's so... freaking enjoyably simple, daring to be absolutely fluffing stupid every once in a while is a super stress reliever, and stupidly genocidal to boot just makes me moist all the right way. Being just an assassin for the Dark Brotherhood kinda makes it less personable, You kill everyone and the spark is gone real quick real fast. Nothing makes me giggle like a Japanese pre-teen eager schoolgirl than bumping in to Thalmor on the road.
And what more victim-less way to do it than to be disgustingly racist against something that doesn't exist in real life? Catharsis is had, nobody is hurt in the process. Win-Win I call it.

Personally, no, and I'm not sure it would be accepted anyway. The Mer have flaws just as Men do. If it was possible, I would ideally like a ruling Council with one of each race on it, including Men and Mer and even the Beast races. I think that would be fair and it would make everyone happy. But unfortunately I don't think its possible. :/
As far as my opinion on the ruling parties themselves, I think Skyrim should go back to letting the Dragonborn rule. Obviously this is if said Dragonborn is somewhat fair and hasn't shown a desire to destroy or subjugate all of Tamriel.
I think the Dragonborns that ruled before served a great purpose.
But both the Empire, the Dominion and even the Stormcloak rebellion have flaws in the way they wish to rule. I'm sure the Dragonborn ruler line did in some ways as well but at least it wasn't as bad as it is now. So unless I'm missing some vital information, which is completely possible as I'm not the most well versed in Tamriel's history and lore.. That's my two cents. The Dragonborn or a ruling Council of All Races.
Playing devil's advocate, though I actually believe the DB isn't absolved of moral judgement when it comes to killing...We could talk for hours about this i feel. So to answer you. I will assume killing a person is neither good nor evil.
Now let's look at the soldier. Killing is a part of but not all of his duties. Alright since most soldiers outside of war have other various functions they are not evil. If they decide to slaughter a village then they could be evil. Especially if it was against their orders.
The executioner. With this guy we have a Skyrim example in Athar (Solitude guy) he is purely doing his job, he also tortures. He shows no true outwardly sadistic tendencies. This means he might not be good but not necessarily evil and his "targets" are undoubtedly always criminals.
Now we get to assassins my favorites. Within the Dark Brotherhood we have people that revel in their kills (as a soldier can) sometimes kill crimminals ( like our executioner) but they also express glee at any kill. And often kill because they can (Festus said tepid b*tch! )
When you remove the moral justifications or consequences of killing someone (as tou must for fantasy games) you still see a difference between the three groups. The line the Dark Brotherhood crosses can best be described as sadism. They dont kill because it is a job. They kill because they liked it. Here are some quotes that describe my viewpoint as a Dark Brother.

As my RP character I had that completed the DB quest line, I rationalized it this way; the target of the contract was going to be killed whether I did it, the person who put out the contract or someone else would do it if not me. Being a master assassin, I could do the job cleanly and not kill bystanders in the process whereas whomever would do the kill if not me likely would be messy with it. I was killing something that was dead already and saving other innocents from potential harm in the process.
On a personal level, I don't really agree with that because it makes the general assumption that regardless of my character taking the job, the person would be killed anyway where in reality, if it were up to the person making the contract and no one accepted, I doubt the person would have the cojones to do the kill themselves. If they did, they wouldn't be looking for someone to pawn the job off on to begin with.
