Make sure your hitting him. ;p
It does need to be on him. Or else, a glitch

Ya, well then it would be hard to defeat him. If your close to beating him, just keep doing what your doing.
Also make your your shout is on Dragon Rend.
But besides that, maybe resort to a save, and see if it works?
That sucks... I had no trouble with this quest.

Same problem. I can hit him with my damned hand flames, but not dragonrend.

Ya, sounds like a new glitch. I would suggest saving before this.
If your still unable, I would make try to defeat him without Dragon Rend. It will be hard, but you might have to do it.
