The restoration potion exploit is working, but the enchanting potions I make aren't having any effect on leveling. I mean, the gear is still insanely powerful. I just get an average level progression. Any tips?

You get the same amount of exp for enchanting items no matter how powerful the item. Crazy strong enchanting potions do not change that.
