Getting away with murder in Skyrim.

What it says on the tin.

I need to kill someone for RP purposes, the story is... Complicated. It seems that when people die the guards seem to get alerted and well... Fun times ensue.

I'll mod the game if needed too, any suggestions ladies and gentlemen?

I have gotten away with many assaults/murders, it depends on where you are and who you are killing. Who do you need to kill? I don't need to know why.

Anyone on the Shatter Shield Family, so Windhelm is the place, where exactly they are, is another topic.

I don't plan on being anything above level 10 because after that I will have to skip town. So skills are negligible in all areas.

Might be noted that I am using Requiem and I'm outfitting my character towards combat AND stealth though in that order.

Windhelm is a relatively dark city, so you shouldn't have a problem finding an alley to 'take care of business' in.

Alternatively, you could sneak into their house late at night and put an arrow in one of 'em while they sleep.

I agree with elias; breaking into their abode late at night when everyone's asleep, and then slitting their throats while they dream of sweetrolls is how I would do it.

Just make sure the guards don't see you breaking and entering (or leaving) and you should be fine. Shouldn't be a problem providing you've got the relevant perks for Sneak by level 10 (e.g. Stealth, Muffled Movement, Backstab).

Casting fury or frenzy is always a fun watching NPC's chasing each other around like Benny Hill extras with daggers, even if you get caught its only a 40 septims fine, 20 if you're with the TG..

Apart from NPC's who are too powerful, which annoyingly usually mean guards.

The alleyways near Hjerim are often empty so you can kill one of them there if they actually come there. Breaking into their house is another way but make sure you are very cautious. With low level sneak you can easily be detected so don't try to get too close. If you are using spells I suggest Bound Bow and Muffle and if you can, the Quiet Casting perk (Or cast them outside before entering the house). You can use a normal bow but be wary of heavy armor.

Try not to bump a vase over. Happy Hunting! ;)

Lower your armor weight is, better is sneaking. At lowlevel break ins, I used enhanced ring/amelut and normal clothes. Offcourse ebonymail would be good option too (Draedric quest)

I'm not very familiar with the changes Requiem makes (except you can't really use skills unless you invest perks in them), but like others have said, Windhelm is a fairly good place for stealth kills. Especially if you have a lighting mod and/or ENB that makes it darker.

Have you by any chance taken perks in Alchemy? I've noticed Requiem makes potions, and more importantly poisons pretty darn strong. One sneak attack with a poisoned arrow could be all that's needed.

Breaking and entering most likely requires lockpicking, which in turn requires perks. I believe the Shatter-Shield residence has an Expert lock, so... you'd have to be an expert and invested in the skill.
