No it doesn't. The Glass Bow's base damage rates third, behind both Ebony and Daedric Bows. It may not be apparent to you if you improve all bows with Smithing and have the Glass Smithing perk but not the Ebony or Daedric Smithing perks.

It's strange then i have done nothing to any of my bows and the glass bow has the highest damage rating, it's rated 40 damage right now and the daedric bow is like 36 damage, just going by what my inventory shows.
 
The best answer above is the Daedric bow. Use it with dual enchantment with Daedric arrows. I like fire + Shock Damage that includes magicka damage, or fire + paralyze but my primary right now is fire + soul sapping.

Don't forget to poison your arrows! Can be done with bound arrows too. Having a load of poisons of paralysis can be better than a bow enchanted with poison because you only paralyse the enemy when you want to as opposed to paralysis them when they're already paralysed.

That's good advice. They are great on swords too. Very helpful in close combat. (to paralyze)
Once your archery and armor is way up, you can use pretty weak arrows and still drop most people in one shot. I only mention armor because Daedric armor almost makes you invincible once the perk enhancements have been picked. The combo of distant attacks and mad armor skills makes you almost impossible to stop.
