Solved. It was a conflict with the Tytanis mod. It took me a while to narrow it down. Hopefully he'll update it to be compatible with DB. It really adds a lot of weapons/crafting items to the game.

You don't have to be a god, but you do have to be possessed of some kind of divine power. If Talos was just a man, as the Altmer suggest, then his shrines would do nothing.
I'm glad you were able to find a way around this. It's been a known issue and using console commands doesn't work. I was doing this quest last week and ended up deleting the character because I was so pissed. I'll give it a try some time in the future, but not right now. I'm still aggravated...
Having this same issue on a new character. This time even the console commands won't fix it. 3 DLC's and numerous updates and this is still an issue. That's some plopsty code writing Bethesda.
A big problem I can see is that both the Dunstaad and Greenwall quests have the same quest ID...
