    No Random Dragon Encounters?

    I seem to be getting a little more dragons at level 21. Mind you, they still don't appear when fast traveling, or even at the places where they're apparently common. Still, they seem to be coming up again. Although they still seem to be somewhat rare.

    Now I'm really confused. I loaded a game in downstar, and two frost dragons just showed up right there. They just spawned there.     The scripted lair ones still spawn, and there was one blood dragon at arcwind point. Past that, nothing. Is there a way I can possibly cancel some quests? See if that does something?

    I can't seem to find any random dragons either. The dragon peaks I've been to (Anthor and skyborn alter) gave me precisely one dragon to fight and now they're barren. I'm level 19 and the main quest is completely finished. Does anyone know if the revealing the unseen, j'zargos experiment...
