    I don't think I was staggered at that time, I think the enemy was staggered though. And if that would be the case why would it say that I can't use spells while shouting? I can't reproduce this so disabling all mods might work but I can't know for sure and I'm not going to play the game...

    These are the mods I have installed: I also have skse (v1.06.11 I think) and a no health regen mod that I had to install manually. I would disable some mods and see if that fixes it but the bug is not something I can easily reproduce... It's seemingly random.
