I did always feel that the games needed a bit more role playing in them by being able to choose a location to build a house or something.
But to build your own community/city would be awesome!
I really like Whiterun, I don't know what it is but it gives a cool vibe with all the houses with an inn and a shopping center at the end of the road. And who could forget the massive Dragonsreach towering over the city!

I like the fact that in Skyrim, they made every dungeon or cave unique. As to Oblivion, I kept seeing the same kind of dungeon over and over again.

I'm level 38, and that was just mainly by power leveling my speech and sneak.
I also leveled up my one handed quite a bit by just using a sword all throughout the game.
You don't HAVE to get Soul Trap because you may be able to find other weapons like the Mace of Molag Bal (Not sure if I spelled it right) that captures a soul within a certain time limit, if that was your question.
