PC Help please, unidentified glitch/bug!

    Hey guys and girls, I've come across a bug/glitch on my Skyrim game and i cannot talk to any npcs. It goes into conversation with the npc, but shows no dialogue (with subtitles on) and no options to talk back with. Also, if a npc engages in conversation with me, I cannot exit the convo, and have to quit out of the game. I cannot find any help on this bug anywheres.

    Have you tried to reinstall the game? If so is it a licensed copy of the game?
