So, I had an issue with a quest that was broken. A New Order I was supposed to fight a bear with Gundar but the bear wasn't in the cave. So, since I had no saves prior to such, my only option was to totally restart Dawnguard by deleting it, creating a save without it (bye bye to my werewolf perks... 
) and then restart the whole quest line.
So, after turning into a werewolf to check on my werewolf perks to see if I did indeed lose them, the "Vampire Mastered" achievement popped up. LOL
EDIT: Ha so after relearning one perk... Boom Werewolf Mastered Perk popped up. Kinda feel bad as I don't like achievements I didn't actually earn.
