I'm sorry for the late reply! I think I figured it out. His name is Noah Nelson. I hope this helped or at the very least refreshed your memory!

I don't think this is correct. Noah Nelson does the Orcs but nowhere can I find him credited for voicing Harkon.

I wonder why the voice actor isn't credited for Lord Harkon's role. That's the real question.

I've looked everywhere, and I can't find anything. There is absolutely no trace of Harkon's voice actor. I am surprised, he did such a great job and he most likely heard about how well Skyrim did for sales when Bethesda contacted this guy when they started working on Dawnguard, so why is it not credited? I imagine someone would have been sued by now if Bethesda had just forgotten to give him credit, so the only other possibility is that he requested to be uncredited. Again, I say, why? It makes no sense! Why go unrecognized for something he did so well?

After doing some descent research, I've never truly found a page saying anything about it but i believe that Harkon was acted by Linus Roache, the same actor that had played King Ecbert in the Tv series Vikings. I only base that off hearing both voices on a similar tone in comparison and they sounded EXACTLY the same

Joe is correct. Given that the actors themselves commented on this site, then I think you can pretty much guarantee it's legit :)

I'm still in shock at learning Neloth was voiced by Howlin' Mad Murdock.

    3 years later...
He's actually voiced by Time Winters. Gonna have to google him since I can't post links.
Search for "The Providence of H.P. Lovecraft" or "Time Winters" on youtube. There is no mistaking that voice.
It makes sense. He also voiced Old Man Stockton and Mister Zwicky in Fallout 4. That's how I found out.

Why did I even bother posting this after such a long time :p

I looked up Neil Dickson and ran several videos. Although voice actors can indeed change their voice, his is a little too high and mellow, whereas Harkon's is dark and disturbed. Something that makes your skin crawl.
