Whiterun Jail?

Where is the Whiterun jail located? One quest requires me to visit the jail but so far I cannot seem to locate it. What is it near/next to?

It is underneath Dragonsreach, go up the hill to dragonsreach but when you get to the top, don't use the main entrance, turn right a then follow the path round to a door which will be the Whiterun Jail.
