Try searching in rivers, particularly near waterfalls. Good luck trying to get any one specific fish but that's your best bet. I haven't run into a "Fish Vendor" yet.

When you get out of Helgen Dungeons for the first time, head up river towards the islands in the middle of the river. Theres a fisherwoman (if thats a word) who sells fish. Not sure if she sells river bettys but thats where i would check. What do you want them for?
