This character idea just popped into my head. Imperial higher ups decide to hire a khajiit assassin to dispose of Ulfric Stormcloak. He makes his way to Skyrim and is captured with the Stormcloaks before he can jam an arrow into Ulfric's skull. The imperials refuse to believe him about his mission and decide he must be an Stormcloak scout.
Once he escapes; he scouts out Windhelm. He also hears of Ulfric's shouts, so he decides it is too risky to take Ulfric on in Windhelm and goes to join the legion. Along his way, he finds out that he is dragonborn and while fighting with the imperials, he also meets with the Greybeards to unlock his power.
Ulfric dies in the siege on Windhelm and his main mission is complete. However, he is still sour about the imperials almost killing him, so he turns on them and begins to hunt them down. He also decides to stay in Skyrim afterwards as a member of the dark brotherhood and a nightingale.
