PS4 The Book of Love - Dinya Bali Past Fort Dawnguard

I just completed the "The Book of Love" quest and it's time for me to report back to Dinya Bali. For some reason she's stationed out past Fort Dawnguard in the heavy fog that rolls over the map. Any ideas on how to fix it??

If you have the DragonBorn DLC, then it might be on Solstheim.
