Alot of people have been asking questions about house Telvanni quests. Here are some things i have observed.

1) The questline to join house telvanni does not start untill you have rescued the skaal villiage. I would also reccomend freeing the people of Tel Mythrin from the elemental stone just outside the town.

2) All new spell quests can be obtained before the dragonborn content even starts. But however they are radiant and therefore random. sometimes you can get the one you want right away. Sometimes you gotta find the bastard heartstones a couple of times.

NOTE: If you attempt to enter Solstiem at a low level and/or you want to use the telvanni apprentice as a follower... DON'T! First of all being a low level is pretty much a death sentence. Minimum level for enemies seems to be around lvl 15. That is a guess mind you. Second, the spells the apprentice sells will not even show up unless you have a high enough corresponding magic skill. This has the weird effect of makeing sell nothing. Just an empty store. If you take him as a follower when he is like this, his store will not refresh and you can lose the oportunity to by the spells. Even if you have done the quest which unlocks it. His store can be fixed, when you reach a high enough level, if you then take him as a follower outside the tower and dismiss him letting him re-enter the tower. you may have to do this a couple times, but his store should refresh.

3) Tower interior seems to refresh immediatly upon entry. No waiting time. This means that after you complete a research quest all you have to do is leave and re-enter.

4) There has been alot of confusion regarding the spell testing quest. The enchantment he places on you will have a nasty side effect when you get wet. Easiest way to do this quest is to just run into the ocean after getting it. Wait till the quest update pops. Then re-enter the tower, and the wizard will remove it.

5) As for living in Tel Mythrin. The sleeping bag and chest you get are useless. Its more an honorary thing. Think bethesda coulda gave us a lil more on this one.
