What did you try? You don't need to complete The Wolf Queen Awakened to buy Proudspire Manor. You only need to complete The Man Who Cried Wolf and Elisif's Tribute.

Just in case anyone is still looking at this thread... I completed the Solitude quests many times. Once I did the stormcloak war and Elisif got buried under a falling house and couldn't get back to the throne room. The Stones of Barenzia problem is that memory losses and overwrites can mess up the stone count. I usually do them in order from 1-24 to avoid this, but sometimes you have to cheat to finish the quest.
