I'm playing Skyrim on poor settings with BethINI and it still lags, my guess is that it's my video card, because when I googled skyrim can I run it, it showed that the minimum dedicated video RAM is 512 and the recommended is 1GB. So can I fix it somehow? My specs are:
Processor
Intel(R) Core(TM) i3-4005U CPU @ 1.70GHz
Video Card
Intel(R) HD Graphics Family 4400
RAM
6.0 GB
Operating System
Microsoft Windows 8.1 (build 9600), 64-bit

Your video card, Intel(R) HD Graphics Family 4400, is not a discrete graphics card. It's built into your CPU and is meant for desktop application and video watching, only. It doesn't have dedicated RAM. Instead it shares the system RAM.
You may be able to adjust the amount of RAM that's shared in BIOS bit it still won't run Skyrim. The minimum graphics card required is - Nvidia GTX 470 1GB /AMD HD 7870 2GB
