PC Shadows and effects problem

I'm having a problem with my visual effects all over the game. In the main menu and load screens, the smoke has a plops quality, even with ultra settings preset. In game i have this problem with flames, lights and other effects, and I see a outline/contour on this effects. I dont know how to solve this problem.
