Go to the innkeeper in Ivarstead. He gives you the claw after you give him the Wyndelius's journal.

How many different claws are there and is there something special if I get them all?

I'm pretty sure there are 10 and I don't think that anything special happens. I could be wrong though. I can't answer that through experience.

I think there are 9 or maybe 10. Most of the time, they're going to be used to get to a Dragon Priest Mask. At least as far as I can remember...

Except the Golden Claw, which just gets you to the first word. It also allows for your wife, if its Camilla, to be really annoying.
