Indeed I have not. Is there ever a specific reason to go there? A quest I missed perhaps? Regardless, there are probably many such places I've not found the time to see, yet.

There's a side quest. You have to recover some guy's amulet of Arkay. There's a Stone Of Barenziah in the lower floor and a block skill book.
