I have waited many days, also traveled somewhere else and back again. The guy doesnt show up, I have red the note and kept it, Is this a bug, I really dont want to start the game again .__.

I had a similar problem. I found that if I waited somewhere nearby and walked there on foot between midnight and 6 am(ish) he was there. For some reason just waiting doesnt always work.
I think I actually just made my way there straight from raven rock, its a small island so it shouldn't take too long to get there.

Yea I got this awhile ago, In the video the guy waited but I must have miss-seen the black screen, in which he showed a different part of the video when the guy was there.
