Needing help with 'Blood On The Ice' quest.

Started the quest. Guard told me to speak to everyone. I did so. No one knew anything and the next bit is, I need to report back to the guard. Only thing is, that every time I click 'talk to guard' they reply with "Wait, I know you."
I understand that I have a bounty or Wanted or something, but I can't seem to get rid of it so I can speak to the guard.
Any help or suggestions?

Have you tried turning yourself in and then talking to the guard? This quest is sooo glitchy o-o

I have 2 suggestions....
1/. Talk to another guard & if he says it as well follow the speech options through to pay your bounty. If they're not attacking you then your bounty is low. If this doesn't work then go with suggestion 2.

2/. Reload an earlier save and pay the bounty first before starting Blood On The Ice.
