I have the graphics set to low, and all the distances set to low except to see other characters. The game is laggy all the time.
Whenever I'm on a load screen, it takes at least 5 minutes to load, and sometimes up to 14 minutes. I've updated to the latest video drivers, and tried reinstalling Skyrim. When I have Skyrim detect what settings I should use, it sets me to Medium.
I've also tried stopping all but the necessary process in the task manager.
