When playing as a kajiit, if you select the fists of steel perk in the heavy armor skill tree, does it stack on top of the unarmed damage a kajiit already inflicts because of the claws?

Yes, as well as the unarmed gauntlets or unarmed enchantment, this can be used to make an OP unarmed build.
